What's the rationale for having "manual dexterity" a required skill?

Sure, Klear Games developed it. Development stopped at version 1.5.3, but it's perfect if you ask me. The full version is no longer for sale, and unfortunately play is limited in the shareware version, though a serial probably can be found on the internet.
